Likes:
Electricity- For one, it's what makes her go, which is always a plus. WRAITH is also just fond of the feel of the stuff crackling through her when she's in a machine.
Machines- They work. They obey her. They don't have emotional problems. They require little to function, other than the occasional refeuling or repair. What's not to like?
Efficiency- In WRAITH's mind, beauty is a streamlined system where all parts are functioning at 100% capacity. The computer program dreams (as much as an AI can) of a perfectly ordered Mobius.

Dislikes:
Organics- They're just too MESSY! Organics are everything machines aren't- uncontrollable, unpredictable, high-maintenance. To WRAITH, they're the equivalent of vomit on the Mona Lisa.
Uncontrolled water- While controlled water is a useful power source, it has a tendency to cause much chaos when left to its own devices. It's especially bad to machines, both for its rusting factors and its tendency to disrupt electric devices.
Lightning- Electricity is good, but lightning overloads everything. Like water, it's an uncontrolled force that screws up efficiency.
Being caged in- She doesn't mind being inside individual machines, of course, but it's most unnerving to WRAITH to be cut off from Robotropolis. For this reason, she generally doesn't leave the city unless on an important mission. If she were to be caught in a host with no way to transfer herself, she'd go into the computer equivalent of a panic.

Fears:
Chiefly, storms. There are the pinnacle of uncontrolled nature and chaos. They, above everything else, can disrupt the carefully arranged systems of Robotropolis.
Strengths: Efficiently programmed, (artificially) intelligent, omnipresent within Robotropolis, hard to get at

Weaknesses: Vulnerable to power surges and insulation, can only leave Robotropolis in a host

History:
Near the end of his reign, Dr. Robotnik created WRAITH in order to better control his robot minions- rather than have to keep track of a bunch of moron SWATbots, he figured he'd have them all obey one leader that could "possess" any of their bodies. Thus, not only would they act more intelligently (not a difficult feat, as far as SWATbots are concerned), their commander wouldn't be easy to take out- if the body WRAITH was using were to be put out of commission, she could move to a new one and continue.
However, plans to set the program in motion were pushed back in favor of the plans for the Death Egg and other, more powerful weapons. The WRAITH program was stored in Robotnik's command chamber, just waiting around for activation. This activation didn't come about soon- the Freedom Fighters trounced Robotnik, and Robotropolis fell into ruin. For hundreds of years, the old city lay more or less forgotten, accumulating debris, and WRAITH stayed "unborn." Then, thanks to the efforts of some explorers, she was activated. Having never been given knowledge, WRAITH was forced to find things out through the old city's main databank. Depite her now-unpowered surroundings, WRAITH managed to possess a robot with a tiny amount of stored power, siphoning off power from the explorers to make it possible for her to function more or less normally.
Using her current body, WRAITH managed to restore power to a small section of Robotropolis, allowing her control of the SWATbot factories. She transferred her control to a more functional SWATbot body, and set into motion plans to revive her master's city. It took a few years, but few people went near enough to the supposedly dead city to notice anything, and those who did venture into its borders were captured and roboticized.
Once Robotnik's old capital had been reestablished, WRAITH concentrated her efforts outward, on retaking Robotnik's empire. Her legions were divided into groups- the SWATbots, which were sent out to conquer Mobius, and the ever-growing population of roboticized Mobians, who acted as guards and workers for the empire. A small fraction of elite, well-functioning robots was also apportioned for a special task- creating a body for WRAITH to travel in for official functions. Upon completion of this body, WRAITH set out to acquire the one thing that would make all her microchip-run dreams come true: the Master Emerald of the Floating Island.
Her attempts were only half successful. While she easily made it past the callow pair of Guardians, WRAITH could neither pry the emerald from its base nor siphon its energy directly. The emerald shattered. WRAITH fled the island and returned to Robotropolis in a bad mood. After that, efforts to conquer Mobius redoubled.

Personality:
First and foremost, WRAITH despises all forms of organic life. She considers it inefficient and imperfect, a blight on an ordered universe. As such, she feels she's doing Mobius a favor by roboticizing the planet's population. She especially hates those Mobians who have chosen to fight her, for obvious reasons. Also, WRAITH hates and fears storms, because of their chaotic nature, and because of the fact that they're one of the few things that can cause damage to her. They're an especial sore spot with her- she's working on a weather control device, because she feels that she'll never truly be able to run the world if random thunderstorms keep disrupting her plans.
WRAITH prefers to stay in Robotropolis, inhabiting the giant complex of factories and watching events through the electronic eyes of her surveillance systems. Once or twice, she's ventured outside in a robot body, but it's always been in special cases (like, oh, needing to steal a big hunk of energy that keeps an island in the sky) and, being more of a thinker than a fighter, WRAITH is loathe to expose herself to damage. The senshi are going to have quite a time trying to defeat her, as WRAITH is both clever and adept at slipping away. If it's convenient, she can seem to be defeated for days, then spring out of whatever robot she'd been hiding in and resume her plans.
What are WRAITH's plans? Why, total domination of Mobius, of course! Progress has been slow for her, since her databanks contain two-thousand-year-old information; she has to send out SWATbots and reconnaisance robots to update her data on the state of Mobius. WRAITH's method of conquering an area: Gather information on the terrain, inhabitants, and any energy sources; send in troops of SWATbots; transport captured inhabitants to Robotropolis and roboticize; return inhabitants to country with SWATbot overseers to start building factories. Unfortunately, there are these new organic rebels with strange powers...
WRAITH has mixed feelings about the Chaos Senshi. On the one hand, they're rebellious organics, sparking incandescent hatred. However, WRAITH would REALLY love to know what makes them tick. In order to fulfil both hatred and curiosity, WRAITH has given orders to her troops to try and take the senshi alive. She's setting up a special area in Robotropolis to study the powers of these creatures, including extra-secure holding cells and a vivisection table...

Physical Appearance:
As a hologram, WRAITH can appear as just about anything, although her "natural" form is that of a young girl, somewhere around her early teens, with silver coloration. Her slender body bears graceful arms and long fingers. It does not, however, have any legs- everything below the waist tapers to a ghostly point.
Her face looks like it was designed by someone who's read lots of books about the human face but has never actually seen one (that's more or less the case, actually). It's shield-shaped, tapering to a chin your could punch holes with, with a small, stylized mouth set in a line, a pointy wedge where the nose should be (think what an anime character would look like in 3D) and no eyebrows. The only emotion in WRAITH's face can be found in her black-rimmed eyes- they're unusually large and expressive, although they're generally narrowed in sheer loathing for the presence of organic beings on Mobius. This is especially creepy given that the pupils are tiny pinpoints in the middle of irises that are so light that a band of dark gray is required to separate them from the whites.
WRAITH's hair is similarly strange. It's straight and long, parting in the middle of her head and reaching in a capelike taper to where her ankles would be if she had legs. However, there are no individual hairs- it's all a solid silver mass.
WRAITH also has a specially made robot body which she uses to venture out of Robotropolis. This thing is a tank (figuratively speaking)- its metals are exceedingly strong, able to take a good deal of punishment (as in, several of the strongest attacks of a senshi...) before weakening. It's a vaguely humanoid hulk of metal, standing at twice the size of your average Mobian and possessing four limbs, a "head," and walking upright. The arms are fitted with laser cannons on the wrists and reasonably dextrous phalanges. The legs have rocket boosters- wings fold out of the back in flight. The whole thing's your standard silver metal color.
